Justice Brian Scully, Project Co-Chair, Judicial Lead and Co-Founder

Judy is a Professor in the School of Child and Youth Care at Ryerson University. She has a Masters and a PhD in Social Work. She is the co-founder of the Cross Over Youth project and co- chair of the Cross Over Youth Committee. She was the Child and Youth Advocate for the Province of Ontario from 1991 to 2007. She has participated in the development of children’s rights agendas and youth leadership in Mexico, Jamaica, Guatemala, Japan and Sierra Leone.


mekMatthew Eaton-Kent, Resource Coordinator

Matthew is a J.D. graduate of Queen’s University. He also earned a Bachelor of Science from the London School of Economics (U.K.). He has his own criminal defence practice, Eaton-Kent Law, along side the work he is doing with the Crossover Youth Project. Matthew previously worked in the Immediate Office of the Prosecutor at the United Nations’ International Criminal Tribunal for the Former Yugoslavia.

Thaila-Paige Dixon-Eeet, Youth Coordinator

Thaila-Paige Dixon is the Youth coordinator for Cross-over youth’s advisory committee Project C.  Thaila is a second year student at York University, currently enrolled in Sociology.


Jessica Salerno, Case Conference Facilitator

Jessica obtained her Bachelor of Social Work and Minor in Sociology from Ryerson University in 2006.  During undergraduate studies, Jessica worked in the area of children’s mental health.  After completing her fourth year BSW practicum at a Children’s Aid Society, Jessica worked as a child protection worker for nine years, and for the past two years, Jessica has been volunteering as a crisis counsellor at a Victim Services agency.  In October 2016, Jessica obtained her Masters of Social Work.

Heather Kere Quelleng, Case Conference Facilitator

Heather has an extensive background in youth justice and education and is the recipient of over ten public accolades for her leadership and community work both domestically and abroad, including the provincial Lincoln Alexander Community Award for her extensive work in the area of race relations. Heather holds a Bachelor of Social Work degree from Ryerson University and is currently completing a Master of Social Work degree at Memorial University of Newfoundland.

Peter Dicks, Case Conference Facilitator

Mary Susan Yankovich, Administrative Assistant

Mary Susan has worked as a community, political and union organizer, and with young people both as a teacher and a volunteer. Prior to joining the Project, she worked as a Parliamentary Assistant to an NDP MP.
